He was the de facto floor general for NW Rotary this summer, handling ball pressure and traps with poise and confidence. He was great at creating for others and feeding the hot hand.   Offensively, Lockhart is comfortable creating his own shot off the dribble utilizing his sidestep into and step-back into his jumper. He also uses his step-back-hesi to then accelerate and get downhill. Carter plays with great pace and knows how to shift gears to keep defenders off balance.   Last season, as a freshman, he played on a loaded and experienced Central Catholic squad featuring three to four D1-bound players. He did an amazing job fitting in and playing off of talent upperclassmen. His jumper not only stretches defenses—it also opens up the rest of his game, making his first step feel even quicker when attacking closeouts. Beyond scoring, he can run a team as a traditional point guard, controlling pace, making the right reads and creating for others.   On the defensive end, Foster competes with energy. He picks up 94 feet and has the quickness to turn his man multiple times. With his shooting ability and all-around feel, [player_tooltip player_id='2539808' first='Ter'rae' last='Foster'] is a name you need to get to know in the Pacific Northwest.     Michael Ratliffe | 6'8 F | Wilsonville | 2028   Michael Ratliffe is an athletic forward with guard-like skills and a modern big's versatility. At 6'8, he handles the ball exceptionally well for his size and is comfortable pushing the break after grabbing a rebound. He runs the floor with purpose, often beating other bigs down the court for easy finishes.   Ratliffe can score in multiple ways—he's capable of posting up smaller defenders, but appears to be at his best facing up and attacking off the dribble. He uses his quickness to get by opposing bigs and has no problem finishing through contact at the rim. Ratliff has a reliable outside shot, he's a frontcourt player who can stretch the floor and create mismatches all over.   Michael Ratliffe is quickly becoming one of the west coast most intriguing 2028 prospects. Offensively, he's a dynamic slasher with a quick first step that allows him to blow by defenders and get downhill in a hurry. Once in the paint, Harper-Grant shows creativity with his finishes—using body control and footwork to score in traffic.   Defensively, he takes pride in getting stops. He's an excellent on-ball defender who consistently executes defensive assignments without fouling. His combination of quickness, strength and discipline makes him one of the more reliable perimeter defenders in his class.   With his athleticism and two-way ability, [player_tooltip player_id='2427519' first='Jacob' last='Harper-Grant'] continues to solidify himself as a key piece for Grant and a rising prospect in Oregon's 2028 class. He plays with great awareness, moving well without the ball and finding open spots in the opposition's defense. On the boards, Hill rebounds effectively for a guard/forward, using his length and timing to give his team second chances. Defensively, his anticipation stands out—he disrupts plays, blocks shots and jumps passing lanes to create transition opportunities.
