With the recent update to the Pennsylvania 2027 prospect rankings, a handful of newcomers saw their names included for the first time. Whether due to reclassifications, transferring from out of the area, or simply just now catching the eye of our staff, these were the top-ranked prospects to be added to the rankings for the first time since our last update.

The top newcomer in this edition of the rankings, Strobl starts within the top 15 after relocating back to the area. The Pittsburgh-area native with European roots has spent the past two seasons developing in Germany but has since moved back across the water to spend a year at [program_tooltip program_id='2970977' first='The' last='Scoring Factory'] Prep, a new program run by his father (a former pro coach overseas). Strobl returns with D1 recruitment in tow, particularly among high-academic programs, with a reputation as a dynamic shotmaker from long range and a high-IQ processor while making plays for others. We'll be curious to see what improvements he's made with his foot speed, physicality, and defensive capabilities during his time overseas. Tabs will definitely be being kept on Strobl as he readjusts back to the American game.

An incoming transfer from Rhode Island who's had somewhat of an itinerant prep career to this point, Price will look to finish out strong as a senior leader and offensive catalyst at Phelps. A nice-sized guard, he's a dynamic creator with the ball in his hands, using a shifty handle to slice into the teeth of the defense and make plays for himself or his teammates. He's also comfortable sliding off-ball as a catch-and-shoot threat from the perimeter. With the way Phelps plays and the amount of reps he should get on the ball, look for Price to have some gaudy scoring outputs over the course of the winter before he heads back to his home state to begin his college career at Bryant.

A late addition that has a chance to swing the Philly Catholic League title, Issah joins Bonner by way of Mt. Zion Prep (MD). The native of Ghana has flashed considerable talent since arriving to the states last summer but has largely had trouble staying healthy for extended stretches. At his best he's a versatile and athletic forward who can impact the game inside and out, giving the Friars a perfect frontcourt complement to their dynamic core of experienced guards. Issah is a clear D1 talent but it's tough to peg exactly what level his recruitment will reach given his injury struggles. If he stays healthy throughout the season, he has the ability to make a healthy move up the rankings and could make Bonner tough to beat at the Palestra in February.

Part of an influx of new talent that has Perkiomen looking like a true contender in the PAISAA title conversation, Shaw-Glenn could be an X-factor with his versatile, low-maintenance game at the forward spot. The Long Island native and post-grad via Long Island Lutheran is an eye-catching physical specimen with a sturdy, rangy frame and fluid athleticism to cover ground in space. He makes a strong impact on the defensive end both on and off the ball with the ability to switch across the majority of matchups at the prep level. Offensively he's a capable slasher and standstill shooter but is often at his best as an energy-giver via hard cuts and crashing the glass. He's a clear scholarship-level talent whose physical tools could even wind up making for an interesting developmental bet at the right D1 program.

An incoming post-grad for the defending PAISAA champions, Diomedi arrives at Hill after generating some buzz last season as a senior at St. Joe's Montvale. An unorthodox old-school forward, he excels at using his strong frame, keen understanding of positioning, and soft hands/touch to rack up efficient points around the rim. He shows nice flashes as a catch-and-shoot threat and occasional slasher from the perimeter, which will be key areas to continue to develop over the course of his post-grad year. He'll also have some questions to address on the defensive end if he hopes to attract scholarship-level recruitment, but the Jersey product was becoming a priority last winter for high-academic D3s and should have high-level programs in that vein trying to get things done with him early.

After seeing significant minutes in the PCL for LaSalle the past couple years, Neri heads to the Inter Ac for a senior year at GA and has steadily emerged over the summer as a late-blooming stock-riser. The sturdy utility guard plays a strength-based game on both ends of the floor, bullying his way to the rim for tough finishes off two feet and giving bigger players a hard time with his lower center of gravity on the defensive end. He doesn't have the most traditional scoring arsenal but is consistently productive and extremely efficient while proving out to be among the truest knockdown shooting threats in the state. Neri has been seen as more of a football prospect up until this point but seems to have shifted focus to hoops and should have high-academic small-college programs lining up for him if he doesn't already.
