The rising junior is a versatile wing with size who can score at all three levels and has above average athleticism. He has a good feel or the game and while very productive right now, has as much upside as any prospect in the state’s 2028 class.

Real argument for Carter to be the biggest stock-riser for the month of June in Maryland/DC/Virginia as the 6-foot-6 wing should see his recruitment balloon to the highest levels of college basketball given his size, elite shooting ability and his IQ. After a steadily productive week at Nike Top 100, coaches came in droves to check out his progression and he shined with 21PTS (all coming from three), three assists and three rebounds.

Carter fits the archetype as the prototypical off-ball guard/wing who can translate nearly seamlessly to the HM level thanks to his size, length, athleticism and shooting touch. Highland head coach Logan Miller has an impressive roster and Carter is one of the center pieces that will sway winning in a crucial way this season. His impact was felt in their 3-1 showing over the weekend with Carter’s 16.8PPPG, 5.5RPG and 1.8APG on 47/40/88 splits. While the numbers are impressive, the manner in which he gets them is what demands college staffs’ attention. Georgetown, VCU, Virginia and Virginia Tech all extended offers following the weekend.

-Came away impressed with the defensive microskills on display as his attention to detail at that end of the floor as Carter was difficult to screen in the halfcourt. Carter trailed shooters tightly, denied the ball well on the wings and in the corner, did well on switches onto bigs in the low post, and guarded his yard on an island out on the perimeter by remaining disciplined to ignore pump fakes or head fakes. The timing and precision of his cuts to get open at the other end of the floor led to a 50% shooting performance from 3 on a night where Highland needed all of that offensive production. Like the decisiveness of his reads, you can see Carter processing rotations better as the game continues to slow down for the highly-touted sophomore prospect

Given the effortless way he scores the ball, it was easy to recognize his impact. Carter is a smooth, well-rounded guard with great IQ, size, and athleticism. He handles the ball well and can create for himself and others off the bounce. Carter is a willing playmaker but is arguably at his best when looking to fill it up as a scorer from all three levels. He’s an active defender and rebounder. Next in his development process is working on getting stronger, as it would make him a more physically imposing player.

Yet another standout, clean performance for the top-ranked 2028 prospect in VA on Saturday during Highland’s win over Friendship Tech. For as talented of an offensive player as Carter is, what I liked most about his performance was his low-maintenance approach. He isn’t going to dribble the air out of the ball in isos, jack up questionable shots, or break off the offensive set in a negative manner. Instead, he was an active cutter, put his head down and sprinted the lanes, and hovered around the perimeter finding open windows for catch-and-shoot opportunities as others penetrated. Carter scored 13 points on 4-of-7 from the field and 2-of-4 from deep while securing a handful of rebounds in the 57-45 victory.

Continues to be a player for schools to watch. 6’6, long length, smooth shooter off the bounce and catch, crafty in getting to the basket, and can knock down shots from outside. Upside to his game.” Continues to impress and elevate his play. Shot maker from deep, confident from three, and strong overall frame. Impressive summer every time I have watched him play. With the high school season starting it looks like Isaiah finish the game with 13 points on 4-7 2FG & 2-4 3FG, 5 rebounds and 1 steal.
