The players in the second list, the 'Needs New Eval' bunch were sorted within these positional rankings very high, but without seeing them play on film or in-person in the last nine months there inclusion is not really fair to the players who we did see. [player_tooltip player_id='1028858' first='Joshua' last='Hood'], for example, is ranked #23 overall in Tennessee and he is probably a Top 10 shooting guard, but we simply do not know. So, he is in the second list below.
