Council a guard out of CATS Academy in Massachusetts, is a high level athlete that can really create it as a scorer with the ball in his hands. He’s both explosive and dynamic, gets to his spots off the bounce, and does a nice job of elevating into his shot to get it off over bigger defenders. He competes on the defensive end of the floor and has the lateral mobility and strength needed to keep opposing guards out of the paint.

Besides Caspian Jones, Council was probably CATS’ best and most important player this past weekend. The 6-foot guard really impressed me with his ability to elevate above the defense and get shots off from both the mid range and three, and he had some electric finishes at the rim against both New Hampton and Cushing. I would like to see Council improve his feel for the game and facilitating capability, but the junior has some time to figure out that part of his game.

Despite taking a pair of losses on the weekend, Council managed to impress with his steady play in the backcourt while showing he belongs in the rankings come next update. The Rochester native and Rush-Henrietta (NY) transfer stood out with his poise operating off the dribble, showing he could run a team but also stepping up as a scorer when called upon, demonstrated by a 20-point outing on Sunday night. Council plays with a mature pace while also being able to keep defenses honest as a shooter out to the perimeter. While he lacks standout physical tools, his skill level and overall savvy have him trending clearly toward the scholarship level.

Really like the captivating play of Council when he is running the show. He never gets sped up and plays at an elite pace. Council frequently touches the paint and can either score himself or find others. His body allows him to eat away space on both ends of the floor. He tracks as a scholarship player.
