A newcomer to the state from Tacoma, Washington, Carter comes to Oregon at Rosemary Anderson Prep for his final high school season. The 6-foot-5 guard can do it all from the point guard spot and has already made plenty of noise for the Prospects as they have competed in various games and events on the Grind Session. Carter will play out his final year as a commitment to Hawaii.

It’s not often a newcomer jumps into the top five of the rankings in any class, but Carter fits the bill. The point guard comes to Oregon via Rosemary Anderson Prep, after excelling on the court up in Washington. At 6-foot-5 and the ability to both score, handle, and distribute, his combination of size and skills made him a coveted college prospect and he’s looking at further developing those abilities at RA Prep on the Grind Session. The senior recently announced that he’ll be signing early with Hawaii.
