CoBL Interstate Shootout: New PA 2027 small-college prospects

City of Basketball Love hosted its annual fall Interstate Shootout this past weekend, bringing in nearly 120 teams from five states to compete over a stacked two days of action in Philly. Keep reading for a look at several 2027 who made first impressions over the course of the weekend as strong small-college prospects.    Among the more productive under-the-radar seniors we saw all weekend, Millard put together a clean 20-point double-double in a resounding win over Woodbury (NJ). Millard was used sparingly last season but looks ready to break out as a skilled and active frontcourt presence. He's a highly effective area rebounder, an efficient finisher around the rim, and shows potential to space the floor as a shooter from the perimeter. There's also room for him to add productive strength to his frame in a college weight room. Millard could wind up making a D3 program very happy if he continues on his late-blooming trajectory.     With E&S losing some key pieces to graduation from its state and public league title contending team of a season ago, there's a few new faces in the rotation and potentially none more intriguing than Williams. He stands out immediately with his size along with a fluid and rangy frame. Williams is active on the margins as a cutter, getting out in transition, and covering ground on the defensive end. After missing last season with eligibility issues, he could be in line for a breakout senior year with intriguing upside to continue tapping into.     A returning rotation player from a year ago, Encarnacion looks ready to take a step forward as a senior leader if his play on Saturday is any indication. The lefty impressed with a strong frame, tough-nosed approach, and versatile skillset. He showed a smooth stroke off the catch from the perimeter along with strong straight-line slashing ability and some pop as a finisher near the rim. He's a bit of a tweener from a positional standpoint but looks to bring some nice winning traits to the table.     Ryan is experiencing a good bit of turnover in its rotation from last year and Williams looks to be one of the primary beneficiaries so far this fall. A deep reserve last year as a junior, he caught the eye for the second consecutive weekend while sliding into the Raiders' starting five. He brings nice length and positional size in a lanky frame that looks like it could still be stretching out. Williams looks to do most of his damage from beyond the arc with a really smooth stroke off the catch. Ryan has a knack for developing quality role players seemingly out of nowhere and Williams appears to be among the next in line.     Coming from out of the regular rotation to competing for a spot in the starting five, Straub displayed the type of toughness and versatility that tends to land you on the floor for winning programs. An undersized '4', he served as a valuable connector up front with his ability to facilitate offense out of dribble handoffs and space the floor as a reliable spot shooter from distance. He has a strong frame as well that he has no issue using to get in the mix around the bucket on either end. Straub may never be a star on any team but should emerge as a valuable complementary piece for the Pioneers.
